1.	ÉVÈNEMENT	EVENT
1.1	Le 30e Championnat du monde se tiendra dans le cadre de l’évènement Freestyle At’Traction qui aura lieu du 26 février au 7 mars; cependant les compétions de la Wissa se dérouleront entre le 28 février et le 6 mars à Ville Saguenay (La Baie), Québec, Canada.	The 30th World Championship will be held from Monday February 28th to Saturday March 6th 2010, during the Freestyle At’Traction event which will be from February 26 to March 7 at Saguenay City (La Baie), Québec, Canada.
2.	ORGANISATEURS	ORGANIZER
2.1	Le Championnat est organisé par Zone Turbulence qui agit comme l’Autorité Organisatrice Locale (AOL) en collaboration avec Concept Air, au nom et sous la gouverne de la World Ice Snow Sailing Association (WISSA).	The Championship is organized by Zone Turbulence inc. as the Local Organizing Authority (LOA) for and on behalf of with a Concept Air collaboration, and under specified conditions laid down by the World Ice Snow Sailing Association (WISSA).
3.	LIEU	VENUE
3.1	L’évènement se déroulera sur le site de course prévu près du chapiteau situé sur la glace à Saguenay (La Baie)	The event will take place at the race spot on the big tent on La Baie
3.2	Saguenay (La Baie) est situé à 450 km au nord-est de Montréal, l’aéroport international Trudeau étant le plus près.	Saguenay City (La Baie) is 450 km North-East from Montréal, the nearest international airport.
4.	RÈGLEMENTS	RULES

5.	CLASSES	CLASSES
5.1	Traîneau: Tout type de traîneau, le coureur étant debout, avec un équipement de planche à voile.	Sled: Any sled, rider stands with windsurfing rig
5.2	Aile: Tout type d’aile tenue en main (sans lignes) et sans appui au sol.	Wing: All kinds of hand held wings (no lines) without any ground support
5.3	Cerf volant: Toute voile tenue par des lignes, cerfs-volants ou équivalent.	Kite: Overhead sails, all kite designs, parawings and similar.

7	DISCIPLINES	DISCIPLINES
7.1	Parcours: Jusqu’à douze (12) courses de divers parcours. Les parcours peuvent différer pour chaque classe. Un minimum de trois (3) courses est requis pour constituer le Championnat.	Course Races: Up to twelve (12) races of different course. Courses may varied for each class. A minimum of three (3) races is required for a valid Championship
7.2	Vitesse: Jusqu’à trois (3) passages. La vitesse sera mesurée avec un radar ou un système de GPS. Il n’y aura pas de classement de division.	Speed Trials: Up to tree (3) runs. Speed will be measured with a radar or a GPS system. There will be no division segregation in the speed trials
7.3	Course longue distance: Le parcours sera établi dans les IdC et à la réunion des coureurs.	Long Distance Marathon: Course and conditions to be determined in Sailing Instructions and skippers meeting.
8	ÉQUIPEMENT	EQUIPMENT
8.1	Chaque compétiteur doit fournir son propre équipement.	All competitors shall bring their own equipment
8.2	La grandeur maximale des voiles de la classe ouverte est limitée à 7.5 m².	The maximum sail size for Sailboard class is restricted to 7.5 m².
9	IDENTIFICATION/DOSSARDS	SAIL INSIGNIAS & BIBS/VESTS
9.1	Pour la classe ouverte, les lettres et numéros de voile doivent être conformes aux RCV Annexe G. Pour tous les coureurs, les dossards seront fournis par le comité organisateur. 10	SÉCURITÉ	SAFETY
10.1	Chaque compétiteur est responsable de participer le plus sécuritairement possible	It is the responsibility of each competitor to participate in the safest possible manner at all times
10.2	Le port du casque de sécurité est obligatoire	Helmets shall be worn during racing

17.1	En s’enregistrant à cet évènement, chaque compétiteur autorise pour toujours l’AOL à réaliser, utiliser et diffuser à sa discrétion des photos, films ou autres et toute reproduction de ceux-ci, pris durant l’évènement décrit dans l’AdC et les IC et ce, sans aucune compensation.	In registering for the event, competitors automatically grant to the LOA the right in for ever to make, use and show from time to time at their discretion, any motion pictures, still pictures and live, taped or filmed television and other reproduction of them, taken during the period of the event as defined in NoR and SI in which he/she participates without compensation.

NOTICE OF RACE (NoR)

1. EVENT
1.1. The 27th World Championship 2007 will be held from Monday February 12th to Sunday February 18th 2007, on Gulf of Haapsalu, Haapsalu, Estonia.

2. ORGANISER
2.1. The Championships will be organised by Estonian Windsurfing Union as the Local Organising Authority (LOA) for and on behalf of, and under specified conditions laid down by the World Ice Snow Sailing Association (WISSA) and the ISAF.

3. VENUE
3.1. The event will be based at the Hotel Promenaadi, Sadama 22, Haapsalu, Estonia.
3.2. Haapsalu is 100 km from Tallinn, the nearest international airport.

4. RULES
4.1. The 2005-2008 Racing Rules of Sailing (RRS) and Appendix B – Windsurfing.
4.2. The WISSA Rules.
4.3. This Notice of Race (NoR) & the Sailing Instructions (SI).
4.4. The Sailing Instructions may be altered at skippers meetings.
4.5. The WISSA Rules and Sailing Instructions will be available at registration and check-in.
4.6. Competitors shall attend the opening & closing ceremonies, including the prize giving.

5. CLASSES
5.1. Sailboard class - Any sled, rider stands with windsurfing rig
5.2. Wing class - All kinds of hand held wings (no lines) – wings, skate sails, skimbats and similar.
5.3. Kite class - Overhead sails, all kite designs, parawings and similar

6. DIVISIONS
6.1. Groups:
6.1.1 Overall - All competitors
6.1.2 Women - All female competitors
6.2. Age:
6.2.1 Youth - under 20 years on December 31, 2007 (born 1988 and later)
6.2.2 Master - 40 – 49 years on December 31, 2007 (born 1958 - 1967)
6.2.3 Grand Master - 50 years and over on December 31, 2007 (born 1957 and earlier)

7. DISCIPLINES
7.1. Course races Up to 11 races on triangular course (same for all classes).
A minimum of 3 (three) races is required for a valid Championship.
7.2. Speed trials Up to 3 runs. Speed will be measured with a radar or/and a GPS unit.
There will be no division segregation in the speed trials.
7.3. Long distance marathon Course and conditions to be determined in Sailing Instructions.

8. EQUIPMENT
8.1. All competitors shall bring their own equipment.
8.2. The sail size for Sailboard class is restricted to 7.5 m?.

9. SAIL INSIGNIAS & BIBS/VESTS
9.1. For Sailboard class national letters & sail numbers shall be in a colour that contrasts strongly with the body of the sail and positioned according to RRS Appendix G. Sails shall otherwise comply with the national letter system according to the RRS 77 and Appendix G.
9.2. For Wing class and Kite class numbered bibs/vests will be arranged by Organiser.
9.3. During racing, competitors may be required by the Organisers to wear bibs/vests carrying the event sponsors’ branding; and carry the event sponsors advertising on their sails. The maximum size of the event advertising sticker is 600 x 1000 mm. The stickers may not be cut or trimmed in any way.

10. SAFETY
10.1. It is the responsibility of each competitor to participate in the safest possible manner at all times.
10.2. Helmets shall be worn during racing.
10.3. Protective clothing is highly recommended.

11. LIABILITY
11.1. Competitors take part in all races at their own risk. See RRS 4, Decision to Race. The LOA, WISSA or any of their officials or representatives or the sponsors or their officials or representatives are not responsible, under any circumstances, for any damage, loss or injury either ashore or on the sea either to persons or equipment, which may result.
11.2. Participation in this event, supporting events and in each race in the is at the sole discretion of the sailor and at his/her own risk.
11.3. No organisation or individual will be held responsibility for any moral or material damage that may be sustained during travel or arrival at the Championship venue.

12.1. Courses shall be as prescribed in the Sailing Instructions.

13.1. RRS Appendix A and RRS Appendix B8 shall apply.

19.2. Organiser will arrange transport to and from the airport for equipment, competitors and support personnel (30 EUR/person), if the competitors send their flight details at latest on February 1st 2007 to organiser.

20.4. Competitors will be required to produce the following, prior to completing registration formalities on site:

20.4.2 Evidence of valid third party insurance.
20.4.3 Parental/legal Guardian Assent – for those under age of 18.
20.4.4 Medical Treatment Permission – for those under age of 18 or their parents medical insurance policy.

26th Ice and Snow Sailing World Championship
February 6-12, 2006

ORGANIZATION
World Ice Snow Sailing Association (WISSA)
PURPOSE OF THE EVENT
The purpose of the World Ice& Snow Sailing Championship is to define the World Champion in each of the defined race classes, in each of the defined competition. Serving the objective to promote the ice and snow sailing worldwide the best racer in each defined age divisions is recognized.

RACE CLASSES
Open class	Any sled using a windsurfing rig.
Freesail	Wings, skate sails, skimbats and similar.
Kites	Overhead sails, parawings and similar.

DIVISIONS
Junior	under 19 years on February 6, 2006
Master	40-50 years on February 6, 2006
Grand Master	50-60 years on February 6, 2006
Great Grand Master	60 years + on February 6, 2006

COMPETIONS
Course races	Up to 10 races on a triangular course (same for all race classes). The course races competition can be includes by the decision of the Race Master if a minimum of five (5) races where accomplished.
Speed trials	Up to 3 runs. Speed will be measured with a radar gun and/or a GPS unit. There will be no class segregation in the speed trials.
Long distance Race	Course and conditions to be determined at skippers meeting.

AWARDS
A class will qualify for awards if there are at least five (5) competitors registered.
A division will qualify for awards if there is at least (5) competitors registered that meet the age criteria. If a division does not qualify then each participant in this division will be assigned to the nearest group by the age or to the nearest group of the participant’s choice.
The winner of each competition in every class is awarded with the title of the world Champion in the competition of the class.
The final winner of each competition in every class is awarder with the title of the “World Champion in the competition of the class among women”.
The winner of each competition in every class in every qualified division is awarded with the title of The “Champion of the Division in the competition of the class”.
PRIZES
Prizes will be awarded to the best three competitors in the course race in each class and division for men and women.
Prizes will be awarded to the best three competitors in the long distance race in each class and division for men and women.
Prizes will be awarded to the best three competitions in the speed trials in each division for men and women regardless of the race class.

ENTRY REQUIREMENTS
Competitors must be officially registered and must have signed a “release and hold harmless” certificate. Competitors must be willing to race at their own risk.
No organization or individual will be held responsible for any moral or material damage that may be sustained during travel of arrival at the championship venue
It is the responsibility of each competitor to participate in the safest possible manner at all times.
Helmets must be worn during competition and protective clothing is highly recommended. Life and liability insurance coverage for the period of the event is also strongly advised.
RULES
The competition will be governed by the Racing Rules of the ISAF, suitable for ice and snow sailing, the WISSA Rules, the Notice of Race (except for alterations stated in the sailing instructions), and the Sailing Instructions.
WISSA Rules and Sailing Instructions will be available at the time of final registration and check-in.
The sailing instructions may be modified at skipper meetings.
In fairness to overseas travelers, the maximum sail size for the Open Class will be restricted to 7.5 square meters.

SITE INFORMATION
The races will be held at Plein-Air Ville-Joie on Lake ST-PIERRE located about 125 km east of Montreal. Lake ST-PIERRE is about 22 km long and 7 km wide. It is known for good winds. Surface conditions in February are usually is the best conditions of the whole season.

Plein-Air Ville-Joie is a year-round outside activities center situated near Trois-Rivieres. The centre offers an ideal set-up, because competitors from all participating countries can sleep, eat, compete and socialize at the same location. This compares favourably with the concept of an Olympic Village. The event organizers have negotiated special rate packages and strongly recommend registering at Plein-Air Ville-Joie center as soon as possible. All costs quoted in the notice of race are in Canadian Dollars (CAD$)

REGISTRATION FOR RACING
A pre-registration form is attached to this race notice. Please fill it out and return it to the Event Coordinator once you have made up your mind to participate. Please send it by email.
Registration will take place from 9:00 to 19:00 on Monday 6, February 2006 at Plein-Air Ville-Joie center. The registration fee is $99(CAD$), which includes a $10 donation to WISSA. The entry fee is to be paid in cash upon registration and will not be refunded.
TRANSPORTATION
Competitors flying into Montreal International Airport and in need of ground transportation to Plein-Air Ville-Joie should contact Mathieu Cote, Event co-Coordinator for assistance in arranging the transfer. We’ve got a school bus in disposition. The equipment will be stock inside the bus. We’re in processing of having this service for at less $40 each person. The trip takes about 1.5 hours. The bus will be at the airport at 15:00 and quitting the airport at 17:00.
NOTE TO ALL COMPETITORS
It is not possible for the event organizers to reach every potential participant with this race notice. Please make photocopies and distribute to other sailors in your area, and do your part in offering the opportunity to participate in a world championship.
Please bring along a flag from your country. Also, it is recommended to BRING WHITE CLOTHES FOR THE BAL EN BLANC for Monday night at the official opening ceremony.
If you have tourist information of your area, ice and snow sailing video films or any other interesting information about your region, please bring it along. The evenings at Plein-Air Ville-Joie will provide good opportunities for sailors to learn about conditions in other parts of the world. The event also provides a good chance to purchase equipment.
Out-of- Country participants should keep their receipts to claim a refund of 7% Goods and Services Tax (GST) which can be claimed upon departure from Canada.
